(From the Midrash.) Noah first chose a raven, to send an implied message to G-d: "Master of the Universe! I know You are compassionate, but You had no mercy on Your children and acted harshly like a raven!" The raven objected and complained about being sent away, and accused Noah of hating him and wanting to take his mate. The raven was displaying his own guilt, because he had violated G-d's command against having relations while in the ark.
The next time, Noah chose the dove, who had a nature that was opposite to that of the raven. The dove is famous for its chastity and fidelity to its mate. And Noah was sure that it would not argue against him or accuse him, as the raven did.
