Blasphemy and False Oaths

Is making a false oath by the english name of G-d an unforgivable sin? In Exodus 20:7 and Deuteronomy 5:11 it seems to imply this. Also in Leviticus 16:30 it says people maybe cleansed of all their sins. Also when a gentile converts to Judaism are they cleansed of all their sins with a new soul?

The verse you quoted from Exodus (and its repetition in Deuteronomy) is in the Ten Commandments, which are part of the 613 commandments for Jews. For Jews, that verse serves as the prohibitory verse for two separate sins: (a) cursing G-d's Name (G-d forbid), which is the capital sin of blasphemy, and (b) making a vain oath in G-d's Name, which is forbidden, but it is not a capital sin.

In the explanation from Rashi: "What constitutes a vain oath? If one swears contrary to what is known, [for example, saying] about a stone pillar that it is [made of] gold. This [also refers to] one who swears for no reason and in vain, [for example, making an oath] concerning [a pillar] of wood, [saying] that it is wood, and concerning [a pillar] of stone, [saying] that it is stone."

For Gentiles as well, making a vain oath in G-d's Name (in any language) is sinful, but it is forbidden as a lesser branch (which is forgivable) of the main Noahide Commandment (one of the 7) which prohibits *cursing* G-d's Name as the capital sin.

In general, yes, but there are a just two sins for which the liability still carries over from the person's being a Gentile to being a Jew. Rambam cites these in Laws of Kings 10:4 - "if he [a Gentile] converted after killing a Jew or having relations with a Jew's wife, he is [still] liable."
