Hi AskNoah,

I hope your group is doing well.

Could you please point me in the direction of an translated-into-English work I can study or read to find out the laws and principles regarding the Torah regulations regarding judges and witnesses? I'm looking to write a basic article about the subjects.

The Torah-based laws concerning judges and witnesses for Noahide courts are found in Volume 3 of "Sheva Mitzvot HaShem" (in Hebrew) by Rabbi Moshe Weiner of Jerusalem:

As a point of reference for the Torah's standards of impartiality, righteousness, and guarding against the prohibition of bribing a judge, you may refer to the related precepts for a Jewish Rabbinical Court (Beit Din). These can be found in Rambam's Mishneh Torah, Hilchot Sanhedrin (Laws of Courts), chapters 20-23, which is available in English (translation by Rabbi Eliyahu Touger, published by Moznaim).
