There is the following comment in my footer: Rashi, quoting the Midrash connects the verses 6 and 7, concluding that "everyone who is not dedicated to building a family is equivalent to the man who causes bloodshed".
It's very important to understand that Midrash is NOT Torah Law. The Midrash is telling you about a *moral* equivalency, not a Torah-Law equivalency. A person who passively abstains from conceiving children is definitely not guilty of the capital sin of murder.

The Torah-Law position is that this was not intended as an actual commandment for all time for Gentiles. It was necessarily commanded by G-d to Adam, because he - as the first and only husband in the world initially - was charged with mission and the obligation and the blessing to begin populating the world with human beings.

It was not only the separation of the Jewish People, and the giving of their 613 Torah Commandments, at the time of Mount Sinai that was impactful to the other nations. That time was also the separation between the Pre-Sinai Noahide Commandments that were given through Noah, and the Post-Sinai Noahide Commandments that were given through Moses as part of the Torah. The Post-Sinai Noahide Commandments do not include a positive "to do" commandment for procreation, but it remains as a logical and moral obligation.
As Rabbi Moshe Weiner writes in "The Divine Code," 2nd Ed., p. 521, "From G-d's words [in 2:24], 'Therefore a man shall leave ... and cling to his wife and they shall become one flesh,' it is the natural and appropriate way for a man to marry a woman and establish a family. One who deviates from this path is mistaken, and acts against G-d's will in His creation of mankind and their character."

That shows their lack of understanding or lack of required acceptance of the Torah-Law rulings of the majority of Rishonim and Acharonim Torah sages.
